Dates Issued Unknown, but between 1912 when PPIE construction started and late 1915 when the PPIE closed. The PPIE ran most of 1915. An ebay auction of #414 above included a daily worker's pass as well.
Issurer Panama Pacific International Exposition.

Function Tentatively attributed as an employee id check. As the same worker (in the auction mentioned above) also had a daily pass, this was not used for entrance to the main grounds. It may have been needed for access to employee only areas, and for identification at pay time.
